Scootaloo and Sweetie Belle are both less developed as characters than Apple Bloom, but I think that's a function of screen time more than anything else. I would argue that, unlike Applejack, Scootaloo has at least a couple of obvious potential story arcs ahead of her. It looks likely that we'll get an episode in Season 4 about Scootaloo not being able to fly (an episode I fully expect to be cringe-inducingly bad, given the show's track record on "very special episodes") and I'd like to see something about Scootaloo and Rainbow Dash actually dealing with the day-to-day of a mentoring relationship.
